ÖZETSoğuk Savaş süresince Sovyetler Birliği güvenlik açısından Batı dünyası içinortak tehdit unsuru olarak algılanmıştır Sovyetler Birliği’nin dağılması dış politika vegüvenlik gündemini önemli bir biçimde etkilemiştir. Bu etki Avrupa Birliği (AB) veAmerika Birleşik Devletleri (ABD) ilişkilerinde de görülmektedir. Savaş süresince,AB ve ABD Sovyet tehdidi sebebiyle işbirliğine dayalı ilişkiler geliştirmiştir. Ancaksavaş sonrası dönemde dış politika ve güvenlik konularında farklı önceliklerbelirlemişlerdir. Bu çalışmanın amacı Soğuk Savaş sonrasında AB ve ABD’nin dışpolitika ve güvenlik ilişkilerindeki ayrışmayı incelemektir. Savaş sonrasındauluslararası sistemin yapısına ilişkin tek kutupluluk-çok kutupluluk tartışmalarıKuzey Atlantik Antlaşması Örgütü’nün (NATO) rolüne ilişkin tutumları AB ve ABDilişkilerindeki ayrışmayı gösteren örneklerden biri olarak kabul edilmektedir.ABSTRACTThroughout the Cold War, Soviet Union was perceived as a common threat forthe Western world in terms of security. Dissolution of Soviet Union had great impacton foreign policy and security agenda. This impact can also be observed in theEuropean Union (EU)- United States (US) relations. Due to the Soviet threat, EUand US developed cooperative relations during the war. However, they determineddifferent foreign policy and security priorities in the post war period. The aim of thisstudy is to analyze the divergence of US and EU’s foreign policy and securityrelations in the post Cold War era. After the war, the attitudes of EU and US towardsunipolarity-multipolarity debate regarding the structure of the international systemand the role of North Atlantic Treaty Organization (NATO) can be seen as anexample of this divergence. On the one hand the structure of the system was definedas unipolar because of the dominant position of the US. On the other hand, thesupporters of multipolarity advocated that the EU and other actors has also crucialplace in the system. Particularly increasing integration of the EU was thought as acontributor to the multipolarity.
