İspanya’da ayrılıkçı hareketler: Bask ve Katalonya bölgeleri

ÖZETBu tez Bask ve Katalonya bölgelerindeki milliyetçilik söylemlerine yön veren faktörlere odaklanarak Bask ve Katalan ayrılıkçılığının temel özelliklerini saptamaya ve farklılıklarını ortaya koymaya çalışmaktadır. Bu doğrultuda belirlenen milliyetçilik faktörleri ise dil, mali özerklik, ortaya çıkışı itibariyle milliyetçilik, şiddet ve terör veçhesi, etnik elitlerin rolü ve bağımsızlık talepleri olmuştur. Bask dilinin karmaşık yapısı, dili öğrenmek isteyen kişilere öğrenim aşamasında zorluklar sunarken Katalanca için durum aksi bir şekilde tezahür etmiştir. Bask Bölgesi, İspanya ile imzalamış olduğu mali sözleşme çerçevesinde mali özerkliğe sahip olurken Katalonya Bask benzeri bir mali sözleşmeye hiçbir zaman sahip olmamıştır. İki bölgede ortaya çıkan milliyetçilik türü de tamamen farklılık ihtiva etmiştir. Bask bölgesinde milliyetçilik, din ve ırk kavramları ile ortaya çıkarken daha geleneksel bir duruşa sahip olmuş

Katalonya ise dil ve kültürde canlanma, modernleşme ve standartlaştırma gibi kavramlar ile gelişen şartlara ayak uydurabilmiştir. Şiddet ve terör faktörü ise var oluşu itibariyle iki bölgeyi birbirine bir nebze de olsa yaklaştırırken şiddetinin boyutu, hedef kitlesi ve dış destek sorunsalı noktasında ise tamamen uzaklaştırmaktadır. Etnik elitlerin rolü, Bask bölgesinde güçlü bir Bask kimliği dahi oluşturamazken Katalonya’da elitlerin milliyetçilik söylemi, kitleleri etkileyebilecek bir seviyeye ulaşmıştır. Bağımsızlık talebi ise Bask bölgesinde çoğunluğun ilgisiz kaldığı bir faktör iken Katalonya’da kitleleri sokağa dökmektedir.ABSTRACTThis thesis aims to identify the basic characteristics of Basque and Catalan separatism and to reveal their differences by focusing on the factors that shape the nationalist discourses in the Basque Country and Catalonia region. The factors of nationalism determined in this context are language, financial autonomy, nationalism in terms of its emergence, violence and terror, the role of ethnic elites and demands for independence. Specifically, while the complex structural features of the Basque language presents difficulties for those who want to learn it, for Catalan language the situation turns to the opposite. Basque Country has a financial autonomy under the Financial Contract it signed with Spain, but Catalonia has never had a Basque-like financial deal. The type of nationalism that emerged in the two regions is also completely different. While nationalism emerged with the concepts of religion and race in the Basque Country so it has a more traditional stance, Catalonia has been able to keep up the developing conditions with concepts such as revival in language and culture, modernization and standardization. The violence and terror factor, on the other hand, brings the two regions closer to each other, even though to a small extent

however, the scale of the violence, the target audience and the problem of external support completely differentiate them. The role of ethnic elites has not established a strong Basque identity in the Basque Country. But, the nationalist discourses of the elites in Catalonia have reached a level that can affect the masses. While the demand for independence is a factor that the majority in the Basque Country remains indifferent, it is an important factor that brings the masses to the streets in Catalonia.
