Ahmed Mâhir, who was born in Kastamonu in 1860-70, is one of the last period Ottoman scholars and is known by the penname "Ballıkızâde". He lived in the 19th century, during the Constitutional Monarchy period when the West made progress in many directions and the Ottoman Empire began to lose land alongside its reforms. The First Constitutional Monarchy was proclaimed and with its end, the period of tyranny with prohibitive and oppressive features, which lasted for about 30 years, began.with II. Abdülhamit neutralized the defenders of constitutionalism. With the end of the First Constitutional Monarchy, situations such as freedom and reform began to lose their effect, and II. Constitutional Monarchy has been declared. When we look at the Ottoman period in general, we see that both full commentaries were written and only sura or verse commentaries were made. Translations and summaries of certain parts of the tafsirs were also made. During the Ottoman period, scholars did not try to bring a new method to tafsir. Generally, the tafsir of suras such as Fâtiha, Mulk, and Vâkıa were included. In this period, the commentaries
of Zemahşeri (d.538/1144) and Kadı Beydâvî (d.685/1286) were taught in
Tafsir classes. Another noteworthy issue in tafsir studies in this period is the
annotation and commentary studies. “Peace (Huzur) lessons”, which means
“lectures in the presence of the sultan”, also have an important role. Another
remarkable subject in the Ottoman period tafsir studies is the annotation
and commentary studies. Many names wrote annotations on the works of
commentators such as Zemahşeri and Beydavî. Commentary and annotation
tradition, as a reflection of the scientific understanding of the period, left an
important scientific legacy to the following periods with the ones they put on
the existing knowledge. Annotations and commentaries are generally made
on the works of scholars who are accepted as authority. The main purpose of
writing the annotations is to ensure that the work in question is understood.
After taking lessons from the scholar Ahmed Hicâbî, he also gave lectures
and educated many students, and taught tafsir and theology. Since Islamic
sciences had an important place in Ottoman scholary , everyone from the
bureaucracy, the scientific class, and the military could work in these fields,
as they had also passed the madrasa education. Similarly, in addition to his
legal and political duties, Ahmed Mâhir taught both tafsir and theology for
13 years as a clergyman at the Faculty of Theology in Medresetü'l-Vâizîn and
Darülfünun. In addition to this, the scholar, who has served as a member of the
Supreme Court, a judge, and a deputy, also appears as a political personality.
Ahmed Mâhir, who has four published works, is one of the important
personalities that Kastamonu raised in religious, political, and literary fields. In
this study, the Constitutional Era and the position of the science of tafsir in this
period are discussed. Secondly, after transferring information about Ahmed
Mâhir's life, his exegesis method on the works of "Mu'cizât-ı Kur'âniyye"
and "al-Fâtiha fî Tefsîri'l-Fâtiha" was examined. Mu'cizât-ı Kur’âniyye was
formed by bringing together the articles written by Ahmed Mâhir in various
newspapers and some manuscripts. The book covers 28 different topics. This
work of Ahmed Mâhir on the interpretation of Surah Fâtiha consists of the
notes of the exegesis lessons he taught in Dârülfünun. The fact that Ahmed
Mâhir has both a political and religious personality and that we have four works
about him today makes it important to research him. A doctoral thesis about
him, in which his mystical aspect was emphasized, and an article prepared
by the same person, again, two master's theses were made about the work
he wrote in the field of Sufism. some sources provide concise information
about his life and works, and brief information given in some biographicalor literature studies. But his works named "Mu'cizât-ı Kur'âniyye" and "alFâtiha fî Tefsîri'l-Fâtiha" have not been adressed academically. As a result of
our analysis, Ahmed Mâhir has conveyed the negative political or religious
situations of his period, especially in his work "Mu'cizât-ı Kur'âniyye". Based
on the idea that the Qur'an is perfect and contains everything, he wielded
the verses to correct these situations. His work "el-Fâtiha fî Tefsîri'l-Fâtiha"
shows us both the traces of the Ottoman tafsir accumulation of that period
and that this scholar has a scientific tradition on tafsir, hadith, and literature.
Some of problems will arise when we use today's understanding of tafsir or
today's assumptions about how original work is to understand another period.
The codes of this period cannot be used to define another period, but maybe to
understand the periods in question.
