ÖZETGelişmiş ve gelişmekte olan ülkelerin endüstrileşme süreçleri tamamen birbirinden farklılık göstermektedir. Gelişmekte olan ülkelerin tüketici taleplerini karşılamaya çalışması daha fazla üretim yapmalarına neden olmaktadır. Bu durum kontrolü olmayan sanayi atıklarını ve plastik, ambalaj türünde materyallerin üretim sürecinde açığa çıkmasıyla sonuçlanmaktadır. Firmalar açısından oluşan bu kirliliğin temizlenmesi ek bir maliyet unsuru oluşturmaktadır. Gelişmekte olan ülkeler bu maliyetleri çevre politikası araçları ile gidermek konusunda eksik bilgiye sahiptir ve çoğu zaman cezai yaptırımları tercih etmektedir. Bu durumun ana nedeni denetim mekanizmasının yoksunluğu, yasal düzenlemelerin eksik kalması ve çevre vergilerine ait düzenlemelere yer verilmemesidir. Gelişmekte olan ülkeler ise oluşan ilave maliyetleri çevre ile uyumlu politika araçları kullanarak üretimde verimliliğe dönüştürerek ek bir gelir yaratmaktadır.Bu çalışmanın amacı, ülkelerin uygulamış oldukları kirlilik standartları ile ekonomik büyümeleri üzerinde yaratılan olumlu veya olumsuz katkının incelenmesidir.ABSTRACTThe industrialization processes of developed and developing countries are completely different from each other. Developing countries trying to meet consumer demands cause more production. This situation results in uncontrolled industrial wastes and the release of plastic and packaging materials in the production process. Cleaning of this pollution, which occurs for companies, constitutes an additional cost element. Developing countries have incomplete knowledge of compensating these costs with environmental policy tools and often prefer criminal sanctions. The main reasons for this situation are the lack of control mechanism, the lack of legal regulations and the absence of regulations on environmental taxes. Developing countries, on the other hand, create an additional income by transforming the additional costs into efficiency in production by using environmentally friendly policy tools.The aim of this study is to examine the positive or negative contribution created by the pollution standards of the countries on their economic growth.
